This blog says that there should be a "virtual desktop" button in the Multipoint Manager.
Mine seems to be missing. The first two posts at the bottom of the blog had someone else with this issue and instructions to post a screenshot here. I can't find whereStijn Ruelens did that, so I'm adding a screen shot of mine.
This is a TechNet license and media installed on bare metal. The "Virtual Desktop" item also does not show on the Help menu drop down Safe Mode options list.
